State Police, Pennsylvania Emergency Management Agency, Pennsylvania Chiefs of Police Association, Municipal Police Officers' Education and Training Commission, Pennsylvania Association of Broadcasters, Pennsylvania Cable and Telecommunications Association, Pennsylvania Newspapers Association, and Pennsylvania Cable Network and local law enforcement agencies.
Steps for Activation: State Police will activate the state's Emergency Alert Service to provide information about the abduction to radio and television stations in the vicinity of the abduction. The broadcasters then will issue emergency messages advising the public to contact state or local police with any information regarding the incident. Police will also notify police agencies through the computerized Commonwealth Law Enforcement Assistance Network (CLEAN) and post the information on a special website.
Scope of Amber Alert: Statewide
Criteria for Activation: The Amber Plan will be activated when State Police determine that the abduction victim is under 16 years of age (or under 18 for children with a mental or physical disability); the victim is in danger of death or serious injury; and the abduction was committed by a non-family member.
